III, COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />on the western end of the mine bench to ensure positive drainage to SAE-1, and eliminate <br />puddling at the junction of the access road and the mine bench, Mine bench diversion and <br />collection ditches were properly maintained and functional. Sediment control for the <br />additional SAE locations associated with the construction soil pile on the mine bench and <br />the topsoil stockpile along the lower access road is provided by vegetative cover. <br />Backfilling and Grading <br />The interim reclamation backfill on the mine bench appeared to be stable. There was no <br />evident settling or cracking in the vicinity of the portal "caving" areas repaired this spring. <br />Revegetation/Reclamation Success <br />An effective stabilization grass cover has been established on the interim reclamation <br />backfill areas. Portions of the backfill that were re-disturbed this spring, in association with <br />repair of the caving locations were also seeded, and seeded grasses have recently <br />germinated. <br />Offsite Support Facilities <br />At the Loma Loadout, SAE berm and silt fence was properly maintained and functional. The <br />small patch of Russian knapweed at the west end of the facility area had been properly <br />mowed in August, and the re-growth was properly sprayed earlier this month. <br />The site is very dry. Wheatgrasses Beaded several years ago made very little growth this <br />year, and there was no fall regrowth. The seeded grasses provide minimal ground cover <br />and the surviving plants exhibit very low vigor. Unless significant improvement is apparent <br />next growing season, reseeding with a modified seedmix including drought adapted, salt <br />tolerant shrubs such as greasewood, fourwing saltbush, and forage kochia may be <br />warranted. <br />2 <br />
