(Page 2) • <br />MINE ID # OR PROSPECTING ID # M-84-013 <br />INSPECTION'DATE 5-21-98 INSPECTOR'S INITIALS GC <br />OBSERVATIONS <br />This was a monitoring inspection conducted to evaluate the site prior to possible permit revocation. <br />The operation was not active during the inspection and there was no representative present for the <br />operator. According to At Trites of Echo Gold, the operator has terminated it's lease with the <br />landowner and is not allowed on site to conduct reclamation or remove equipment. On March 24, 1998, <br />the operator was issued Notice of Violation No. MV-96-010 for failure to pay annual fees and submit <br />the annual report which were due on May 14, 1997. A formal public hearing has been scheduled before <br />the Mined Land Reclamation Board on May 27, 1996 to consider possible permit Yevocation and bond <br />forfeiture. <br />The mining equipment on-site was in disrepair and there was no evidence that mining activities have <br />taken place during the winter months. Wood doors on the portal of the Mackey 494 were open and <br />blocked with snow drifts. <br />The Mackey Mine is a historic mine dating back to the early 1860's. The site consists of the Mackey <br />449 adit, a 36" ventilation shaft, and the mine bench and related equipment. The approved mine permit <br />consists of a 0.3 acre permit area superimposed on the old pre-law mine bench. The mine bench is <br />comprised of waste rock which was deposited in two lifts, each about 10 to 15 feet in height. Current <br />mining disturbance is located on the upper bench and measures approximately 35Q' long by 80' wide. <br />A screening and sorting area contains a sczeen and about 100 cu. yds. of orb sorted into small <br />stockpiles. A small gravity mill and conveyor is housed in a metal siding and wood structure. The <br />metal siding portion of the structure has fallen apart. Wood and metal refuse is present which needs <br />to be hauled off-site and properly disposed. A storage and small house trailer are present. There <br />are a portable and skid mounted generator, a mucker, and a 10' long, 4' diameter fuel storage or waste <br />oil tank. The total volume of material which will need to be removed and disposed, including the mill, <br />mill structures, tanks, generators, and refuse is approximately 7,700 cu. ft. Other required <br />reclamation activities include grading the bench to 2:1, sealing the portal and Shaft, and reseeding <br />the bench with the approved seed mix. <br />The current financial warranty is $1,000.00. This will not be sufficient to ccpnplete the approved <br />reclamation plan at this site. <br />Use of the designation letter "Y" (Y=Inspected and Found in Compliance) in thq GENERAL INSPECTION <br />TOPICS section of page 1 of this report is not intended to abrogate pending problems and possible <br />violations identified in previous reports filed for this site.
