OBSERVATIONS
This complete inspection was conducted by Wally Erickson, from the DMG field o fice in Durango, 484
Turner Drive, Building F, Suite 101, Durangc, CO 81301, phone [phone], in response to operator
request. The operator, John Schmahl, requested that DMG review the amount of finan ial warranty required
for the Surface Rock Pit. DMG conducted the inspection on 9/18/96, as part of the eview process of the
reclamation cost. On 10/11/96, DMG completed its preliminary review, recta ation cost totalled
545,820.00. Complete copy of DMG calculations are enclosed with this inspection eport.
The Surface Rock Pit is located approximately 22 miles SW of Grand Junction, on Hig way 141, in portions
of the SE 1 /4 of Section 9, and portions of the SW 1 /4 of Section 16, both within T14S, R100W, 6th PM,
Mesa County. On 5/11 /89, DMG approved AM-02, addressing unresolved mining a d reclamation issues
submitted under AM-01, and addressing issues raised by Mesa County Planning De t. Based upon maps
approved under AM-02, and maps submitted with subsequent annual reports, the Surf ce Rock Pit operation
is approved for the following affected areas:
Site A - SE 1 /4 of Section 9 - 18 acres permit area, 9.5 acres affected at any given tf me; and
Site B - SW 1 /4 of Section 16 -approximately 10 acres permit area, 4 acres affected at any given time.
Total permit area is approximately 28 acres, with 13.5 acres affected at any given ti
RECORDS -Confusion exists within the permit records regarding the accurate boundari s of the permit areas.
Several series of Mine Plan and Reclamation Plan Maps were submitted under AM-02. nconsistencies exist
between map series. Some maps indicate permit area of 90 acres, other map indicate 28 acres.
Additionally, annual reports, submitted by the operator for 1 996 and 1995, indicate to al permit areas to be
25 acres, and the annual report for 1994 states 26 acres. Please clarify the existing i consistencies within
permit records, by submitting an updated Mine Plan and Reclamation Plan Map whi h clearly delineates
current permit boundaries and affected areas.
FINANCIAL WARRANTY-DMG preliminary recalculation of the reclamation cost totalle 545,820.00. DMG
recalculation, dated 10/10/96, was based upon observations made during the 9/18/9 inspection and upon
documentation contained within permit records. DMG recalculation assumed current ffected area to total
15 acres. Affected acreage was determined as follows:
Site A Site B
Phase (Area - 5.9 acres Affected area 4 Gres
Phase II Area - 3.1 acres
Reclaimed Area - 1.0 acres
Staging/Crushing Area - 1.0 acres
DMG 10/10/96 reclamation cost calculations did not include reclamation of existing st ckpiled material but
did calculate reclamation of the area underlying the stockpiled material. Site "reclaimed area",
approximately 1 acre area, appeared to be reclaimed; however, DMG 10/10/96 alculation included
reclamation cost for this area since DMG has not released liability for the reclaimed a eas at this time.
BACKFILL & GRADING - Highwall was visually estimated at 50' tall, benches were eviddnt. Mine Plan states
that 10' - 15' wide benches will be maintained at 20' intervals. Although highwall appeared stable, rock fall
