:; <br />III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Kent Gorham of the Colorado Division <br />of Minerals and Geology. This site is entirely reclaimed, with a total reclaimed <br />area of about seven acres. Ground conditions were dry. The weather was hot. <br />Availability of Records <br />The public copy of the mine records is kept at the Office of the Las Animas County <br />Planner. The result of this records inspection are detailed on page 2a of this <br />report. Please note that a copy of the RN-02 written findings should be included <br />with the public documents. The liability insurance certificate indicates an <br />expiration date of July 1. 2001. All other records were found in compliance. <br />Hydrologic Balance <br />The sediment pond appeared in good condition and was found dry. Hydrophytic <br />vegetation was noted in the pond bottom. Engleville Gulch was not flowing. Dry <br />conditions have prevailed for the last three weeks. <br />Revegetation <br />Thistle was again noted sporadically around the site. Most of the thistle plants <br />have developed a flower and some had set seed. These plants were removed <br />mechanically as encountered. Vegetation diversity appeared good and shrubs <br />continue to develop on the reclaimed area. Evidence of grazing was noted although <br />it did not appear heavy. The landowner, George Montoya, met me at the gate as I <br />was leaving the site. We discussed the plans to conduct vegetation sampling in <br />the summer of 2002 and 2003. I explained the need to hold off grazing until <br />likely the first of July in each of these years so vegetation sampling could be <br />completed. He was fine with this plan and said that fall grazing would be <br />acceptable to him. Cattle were not noted on the reclaimed area or in the <br />surrounding area. <br />Overall the site appeared in excellent condition for summer. <br />3 <br />
