(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-2000-098 <br />INSPECTION DATE: 6-90-07 INSPECTOR'S INITIALS: _.12_ <br />OBSERVATIONS <br />Completed a partial inspection of this operation to discuss current and future mining operations, boundary markers, and <br />future potential AML reclamation projects. <br />Currently, the operator is removing an old CF&I waste dump pursuant to permit M-1996-077. The M-2000-098 permit has <br />been approved but, because the operator still hasn't submitted the required financial warranty, the permit has not issued. <br />Excavated areas at the toe of the existing highwall have captured most of the runoff from the south watershed. The SEO had <br />informed the operator that this ponding may be a problem if the water remains in the collection area for more than 72 <br />hours. Currently, due to drought conditions, all of the ponded water has either percolated into the fractured pit floor (with <br />some evaporation) or it all evaporated; since the historic ponded areas are currently dry. <br />The operator has increased the size of the berm on the south bank of the South Fork of the Arkansas to prevent stormwater <br />runoff from entering the stream. Also, the existing sedimentation pond (located on the north side of the waste dump) has <br />been cleaned and expanded slightly. <br />Discussed how the waste dump should be mined once activities extend eastward where the toe of the dump abuts the south <br />bank of the stream in order to minimize sidecasting waste material into the stream. <br />Discussed how the permit boundary should be marked since the terrain is so rugged; pursuant to requirements of Rule <br />3.1.72(3). The operator proposed using aerial photos with mylar overlays in the permit application. The Division agrees as <br />long as there are obvious ground objects (eg large boulder, tree, outcrop, etc) that are easily identifiable on the photos and <br />on the ground. <br />Discussed the planned August 27, 2002 inspection with James McArdle, AML, regarding reclamation plans of the old CF&I <br />disturbances. To date, the activity is still planned for the morning of the 27`s. <br />Discussed possible mining methods of the dolomite and limestone layers in the south part of the 712 permit, currently <br />covered by two 110 permits. <br />Did not observe any problems during this inspection. <br />I & E Contact Address <br />NAME: Mr. Johnney G.
