• (Page 21 • <br />MINE ID q OR PROSPECTING ID k M-1978-304 <br />INSPECTION DATE 3 3/ 1100 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of 112 Construction Materials permits. The operator <br />was contacted about the inspection and a time was arranged to jointly inspect the site. The operator's representative <br />named on page one was present throughout the inspection. <br />The site was identified by a pemit ID sign posted at the entrance gate, and the boundary was well marked by perimeter <br />markers on the fencelines. The various phases of the operation were also marked by white PVC pipe set onto steel T-posts. <br />It appears that the equipment operators at the site see and follow these visible phase markers, and the operator is <br />encouraged to continue this style of marking. <br />This permit area was converted tc a 112 permit in 1998. The site was not active at the time of the inspection, though <br />there was mining and processing equipment present at the site. The equipment included dozers and loaders, plus astate-of- <br />the-art crusher spread. The crushing equipment, which belongs to the operator, was set up in Phase I. This included <br />various conveyors, storage, diesel power and control trailers, an earth bermed fuel location, and a settling pond excavated <br />into the floor of the pit. The equipment was set up in an orderly manner, with no evidence of leaking fluids. It is due to <br />be hauled to a different pit soon. <br />Excavation of the site begins with topsoil stripping and overburden stripping. The overburden is up to ten feet thick, <br />requiring a large area for its storage. It has been windrowed along the north boundary of Phase I, which helps to screen <br />the pit from the north. The bank material along the south boundary, currently being used for a ramp up to the top of Phases <br />II and III, will remain until later, since it also serves as a buffer screen. The aggregate material is removed in two <br />operations, each about ten feet deep, down to the level shale floor. The grading of the highwall to a stable 3:1 slope is <br />performed when excavation is finished for a season. The operator should ensure that the slopes of the berms are also <br />graded to stable gradients, to prevent sloughing of loose material outside the boundaries of the permit area. <br />There is still a bit of farming related relics and junk on the undisturbed parts of the site (parts of Phases II and III). The <br />operator will either haul this offsite for proper disposal or bury it onsite. The southern portion of the site lies in a natural <br />drainage Swale. This has not been disturbed, and there is no sediment transport or discharge apparent from the site. The <br />site is kept in a clean condition, with no weeds or accumulation of debris. <br />There were no other items observed or discussed during the inspection, and no problems noted.
