Ilt. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />"H" Road reclamation has recently been initiated, and grading is to be completed this year. Topsoiiing and <br />seeding will likely be completed next year. The project appears to be on schedule. <br />There are several gullies on the steep fill slope at the upper end of Road "J", within the Pond 16 disturbed area. <br />Road ditches along this segment need to be cleaned out, rills and gullies need to be repaired, and the <br />Culvert J-5 outlet channel and road ditch outlet channels in the vicinity need to be riprapped. <br />Hvdroloaic Balance <br />Sediment Pond 005 water level was 3 feet below top of riser; no discharge. Sediment Pond 006 was <br />discharging over the top of riser, approximately 30 gpm, clear water. At Sediment Pond 016, there was typical <br />inflow from the French drain, and the pond was discharging clear water over the top of the riser. A road dip or <br />water bar with a stabilized outlet to the sediment pond is recommended for the Pond 016 light use road, <br />to direct runoff from the road into the pond in a more controlled manner. Pond 016A was not discharging. <br />There was a trickle of clear water discharging over the top of the riser at Pond 017. <br />Backfill and Gradino <br />Compliance with Approved Schedule <br />Road reclamation/reduction grading appears to be in compliance with approved schedule. Pit reclamation <br />grading (and topsoiling) is ahead of approved schedule for the Wadge Pits. Remaining Wadge pit highwalls are <br />limited to a lower segment of the South Leg pit and a segment of the North Leg pit in the Pond 16 watershed, <br />both areas scheduled for completion of backfill and grading in 2006, under the approved schedule. Grading, <br />topsoiling and seeding has been completed in all W adge areas scheduled for grading in 2005, as well as various <br />areas scheduled for grading in 2006. Grading has been largely completed in the Pond 017 watershed Wadge <br />Pit areas scheduled for grading in 2007 and 2008, and topsoiling has been initiated in upper portions of the area. <br />Additional final grading remains to be done to eliminate abrupt slope transitions along the route of the primary <br />drainage channel in the Pond 017 watershed. It is important that seeding and soil roughening as <br />applicable be completed on the steep slope topsoiled areas this fall. <br />Wolf Creek mine block grading and reclamation operations are on schedule and contemporaneous with mining <br />operations. <br />Apparent Stability <br />Areas subject to slide repair grading in previous years appeared to be stable. The area of apparent cracking <br />noted in the August 31 aerial inspection report (south end of the ridgeline pit area near Channel PM-4) was <br />checked. Roy Karo confirmed that there had been a crack in that location, but it had been graded over, and the <br />area had been roughened and seeded recently. This location will be visually monitored on future inspections. <br />There was some shallow ponding noted along the toe of the slope in this location. When the area dries <br />sufficiently, minor grading to establish positive drainage to the permanent channel should be <br />implemented. <br />Rills and Gullies <br />Reclaimed areas were not extensively walked to check for rills and gullies, but at least two significant hillslope <br />gullies 12" to 24" deep were noted during the permanent channel inspection. The gullies extended for varying <br />distances up-slope from the JJ-BB segment of the 006-NE1 channel, upstream from the OW-1 culvert. These <br />gullies, along with any other gullies need to be reclaimed this fall in accordance with the provisions of <br />the approved rill and gully repair plan. <br />
