III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments inciude discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />General Comments <br />This was a complete quarterly inspection of the mine site and office records, conducted by Dan Mathews of the <br />DMG Grand Junction Field Office. Field inspection was conducted the afternoon of March 19 and all day March <br />21. Office records were checked on the morning of March 23. Tonya Hammond, SCC owner representative, <br />was present during the inspection on the morning of March 21. A contractor was on site, with maintenance and <br />repair work being conducted with two track hoes. Clean-out of the CBA-1 sediment sump and repair of the <br />CRDA-2 eastern upland diversion outlet "energy dissipater" segment were completed by the evening of March <br />21, and repair of the CRDA-2 western upland diversion outlet "energy dissipater" segment was largely <br />completed. <br />Weather was clear to partly cloudy and warm during the field inspection; ground surface was dry in most areas. <br />Seasonal "green-up" of established cool season grasses has been recently initiated in most areas. Winter <br />annuals such as cheatgrass are making rapid growth; stork's bill and annual mustards have initiated flowering. <br />Availability of Records <br />Required records were on file and up-to-date through the 4`" Qtr., 2006. <br />Roads <br />Permitted roads and associated structures have been maintained in satisfactory conditions, and no problems <br />were evident. <br />Hydrologic Balance <br />Drainage and sediment control structures were in general properly maintained and functional. Silt fencing and <br />berms at the various small area exemption sites were intact and functional. Sediment ponds were dry, with the <br />exception of Pond 1 &2 at the UTL, which contained a shallow puddle at the south end. All of the ponds <br />appeared to have adequate storage capacity, with no problems evident. Sediment excavation at the CBA-1 SAE <br />sump was properly completed during the inspection. Drainage and diversion ditches and permanent diversion <br />segments were in good condition, generally unchanged from recent inspections as there have been no <br />significant runoff events since last summer, and (with the exception of CRDA-2 upper diversion outlets) all <br />necessary maintenance work was previously completed. CRDA-2 upper diversion outlet repair was in progress <br />during the inspection. <br />There was small flow out of the north portal openings at the South Portal Area, which was properly draining into <br />Pond 8 via the portal bench drain and buried pipe. <br />Minewater Discharge Site 016 was discharging clear flow, approximately 300 gpm. <br />Backfillina and Grading <br />The various backfilled and graded areas were walked, and no slumping, cracking, or other signs of instability <br />were apparent. <br />Processing Waste <br />Most areas of both CRDA waste disposal sites and the RSRDA waste disposal site were walked. There were no <br />indications of instability or excessive erosion. Diversions, perimeter ditches, and terrace drains appeared to be <br />properly maintained and functional. Repairlreconstruction of the East Upper Diversion energy dissipater outlet <br />segment had been completed and repair/reconstruction of the West Upper Diversion energy dissipater outlet <br />3 <br />
