III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This partial inspection was conducted by Joe Dudash of the Colorado DMG. No one represented the operator <br />during the inspection. There was snow cover at the mine azeas higher in elevation. <br />East Mine <br />The gate at the East Mine was closed but no lock was present. The mine 1D sigu was up at the entrance. The <br />paved haul road was in good condition. There were a few rocks on this road and on the graveled access road <br />leading up to the portal bench but the roads were passable. There were a few rocks that had also fallen into the <br />road ditches but the ditches still had capacity. Surface disturbance markers were up azound the site. There were <br />no signs of slope instability with any of the benches' cut and fill slopes. No new reclamation activity was seen. <br />The West Ridge waste pile and the old waste pile were well vegetated and did not show any signs of slope <br />instability. The collection and diversion ditches at the West Ridge waste pile were functioning. The West Ridge <br />waste pile pond had only a little snowmelt in it. The pond embankment was stable. <br />The four bin wall ponds were all functional as well. Only the pond that was second from the top had any water <br />in it and that volume of water was small. The gated valve of the bottom pond was closed, as designed. The straw <br />bales on the crusher/screener bench were in place. There were a few rocks in the ditch at the warehouse level but <br />the ditch had plenty of capacity. <br />West Mine <br />About one third of the partially reclaimed site was covered in snow. The backfilled and graded slopes appeazed <br />to be stable. No erosional problems were observed. There was a little snowmelt in each of the two sediment <br />ponds. Both pond embankments were stable. The mine ID sign was up, as were the surface disturbance mazkers. <br />Run-of--Mine (ROMI Stockpile <br />Snow covered most of this site. There was a little ponded water on top of the pile. The sediment pond had only a <br />little standine water in it. The gated valve of the primary dischazge pipe was closed. The pond embantanent was <br />well vegetated and appeazed to be stable. The mine ID sign was up and so were the surface disturbance mazkers. <br />The graveled haul road was snow covered but was passable. <br />Well Field <br />The well field area was completely covered in snow. The road, however, was passable. The mine ID sign was up <br />and surface disturbance markers were present. The topsoil stockpile sign was off of its post. <br />c:/word bowie l /insp0306 <br />
