Location Estimated dischar e
south end of Moffat
pond)
Moffat pond discharge 0 gpm (pond water level
(NPDES outtall 004) more than one foot below
rinci al s illwa culvert
The principal spillway culvert of the Moffat Pond was plugged with mud. The pond's water level
appeared low enough to allow the pond to contain the runoff from a large storm (although no rain was
in the forecast). I notified the operator's representative in Denver by phone that the culvert was
plugged and he said he would have it cleared three days later when he would be on-site. He
subsequently notified me by phone that he had followed through with that plan, and the culvert is clear.
SUPPORT FACILITIES
No problems were found at either the Upper Facilities Area or at the Oak Creek facilities area.
SLIDES AND DAMAGE
Slopes appeared stable throughout the site. As viewed from the upper facilities area and from the Oak
Creek entrance, no slope instability was evident on the hillslope above Oak Creek .
I searched for but could not find the settlement crack mentioned in previous inspection reports that
extended a few hundred feet along the west side of North Road in the former highwall area of the final
Moffat pit.
Gullies need repair on the hillslope east of the Lower Moffat Road, in the SW 1/4 Section 31. The
operator previously noted these gullies in this year's erosion survey report. The operator's
representative said by phone that repairs will be made during his trip to the site a few days after this
inspection.
4
