<br />(Page 21 <br /> <br />MINE ID # OR PROSPECTING ID # M_78"357 <br />INSPECTION DATE 8/5198 INSPECTOR'S INITIALS WHE <br />OBSERVATIONS <br />This inspection occurred as part of the review process for application CN-01, converting the 110 permit to <br />a Regular 112 permit. Currently, the Bradbury Pit is approved for 9.48 acres affected area. The operator has <br />requested to increase the affected area to total 38 acres. <br />Records: The original 110 construction materials permit was issued to Mesa County. Pre-permit disturbances <br />existed adjacent to the permit boundary. On 7/1/98, DMG conditionally approved transfer of permit, SO-01, <br />for Grand Junction Pipe & Supply as successor operator. The condition for approval is for Grand Junction Pipe <br />& Supply to submit 542,882 financial warranty by 9/4/98. On 7/1/98, conversion application CN-01, was <br />found complete for the purposes of filing. DMG records do not indicate additional revisions to the permit. <br />Sign & Markers: Mine identification sign was posted at the mine entrance. Public notice, required by Rule <br />1.6.2(11(bl, was also posted at the mine entrance. Public access to the site is controlled by locked gate and <br />fence. Approximate boundary for the proposed 112 permit was delineated on the north side by fence and on <br />the south side by the mine access road. East and west boundaries were not delineated. Subsequent to DMG <br />approval of CN-01 and prior to commencement of mining operations, Rule 3.1.12(211b) requires that the <br />operator clearly delineate, on the ground, the boundaries of the affected area. <br />Hydrologic Balance: The proposed mine site is located on the crest of a small east-west trending ridge, <br />which defines portions of the watershed divide between Indian Creek and Kannah Creek. Kannah Creek is <br />located approximately 0.5 miles to the north, Indian Creek is located approximately 0.2 miles to the south. <br />Indian Creek is tributary to Kannah Creek, which is tributary to the Gunnison River. Smith irrigation ditch <br />partially surrounds the permit area on the north, west and south sides, and approaches the permit area to <br />within 200'. Application for CN-01 contains a notarized damage compensation agreement between the <br />applicant and R.E. Whiting for fence lines and irrigation ditches. The Mine/Reclamation Plans indicate that the <br />excavation will be conducted to provide internal drainage, therefore, sediment delivery from affected areas <br />to the Smith irrigation ditch will be minimized. <br />Reclamation: Apparently, Mesa County commenced final reclamation prior to 1995 and voluntarily extended <br />their reclamation efforts to include the adjacent pre-permit disturbance. Previous disturbed areas had been <br />graded to slopes not steeper than 3H:1 V, available topsoil replaced and drill seeded. Several small stockpiles <br />of overburden and cobbles remained from previous operations. Success of revegetation efforts was not <br />consistent for all areas seeded, possibly due to limited topsoil quantities available for reclamation. However, <br />affected areas appeared stable, evidence of excessive erosion or slope instability for affected areas were not <br />observed. Vegetative cover for affected areas ranged from sparse to well established and included <br />wheatgrasses, brome grasses, Fourwing saltbush and additional variety of atroplex, Greasewood, Kochia, <br />Halogeton, Curly cup gumweed, and several Tamarisk.
