(Page 2) <br />MINE ID # OR PROSPECTING ID # M- <br />INSPECTION DATE /04 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Hard Rock and Metals 110(1) permits. The file <br />shows that the operator has moved out of state, with no updated phone number on record, so this office did not have sufficient <br />opportunity to contact the operator prior to the inspection. There was no operator or mining activity at the site at the time of the <br />inspection. <br />A past problem was the lack of a permit ID sign, which the operator had corrected several years ago. That posted wooden sign <br />is illegible now though the post still stands. The operator apparently painted the site name and (a portion of) the permit number <br />on the cut wall above the shaft location. The painted information reads, "Proffit Mine Permit #054." This is sufficient ID <br />information for the present time, but should be made complete (per Rule 3.1.12) upon reactivating the mine. Many of the <br />permit boundary markers were also observed during this inspection. , <br />This is a 110(1) permit and regulations act to limit the maximum bond that may be required for this operation to $1,500. <br />Reclamation tasks include removal of old equipment, closure of openings, grading and revegetation. One of the larger <br />reclamation liabilities identified in previous years was the removal of the old D8 dozer that was on the site for many years. It <br />and the wheeled Leroi diesel compressor are no longer on the site. The file does not contain any information as to how or <br />when they were moved. Nevertheless, these items are no longer reclamation tasks. <br />The location that is considered to be possibly where the upper shaft was exhibited no settling, nor was there settling anywhere <br />on the upper bench, so that opening may be considered adequately closed. The lower portal is now completely covered by <br />sloughed material, though its closure cannot be considered adequate yet, since there is no evidence (onsite or in the file) of any <br />backfilling of the drift. (Note: there are many boulders scattered near the lower portal on the bench that could be placed in the <br />drift, with little to no disturbance to much of the rest of the pad.) Debris remaining onsite is minimal, and could be hauled off or <br />buried onsite. This site contains some pre-law disturbance. It is not clear at this time how much earthwork is required for <br />reclamation, but it might include pulling up outslope material on the lower pad, contouring the lower portal, and moving the <br />waste rock north of the upper shaft back to the cut wall, and contouring it. No road reclamation appears at this time to be <br />required. There are no other structures, no stockpiles, no contaminants and no noxious weeds. <br />The site has not been active in many years, if at all. The Rules and Regulations state that there is a limit to the amount of time <br />that a permitted site may remain inactive after being operated. This operator should referto Rule 1.13 concerning the condition <br />of Temporary Cessation. If the limit has been reached that a site has been in temporary cessation, the operator must either <br />begin mining or reclaiming. If the site is in final reclamation, there is a 5-year limit described in Rule 3.1.3. If the operator has <br />questions about these conditions or rules, please contact this office.
