(Page 21 <br />MINE ID # OR PROSPECTING ID # M-1987-064 <br />INSPECTION DATE 8129102 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This partial inspection was performed by the Division as part of its monitoring of Construction Materials 112 In-stream <br />permits. The operator was contacted about the inspection, and the operator's representative named on page one was <br />present during part of the inspection. <br />The southern part of the permitted area, including the access road, office, scale, processing plant, shop, and stockpile area <br />were inspected. The northern part of the permit, being main{y extraction areas of the gravel bars, was not inspected at <br />this time. The permit ID sign was posted at the entrance gate. Markers were observed along the western boundary. Most <br />of the remainder of the boundaries are either on the banks themselves or in the river, and there are few markers. <br />There was a lot of portable equipment parked in the equipment yard. The office, shop and scale structures are still present. <br />The fuel storage tanks are still present, and there is still some sign of spillage during refueling operations. The operator <br />stated that stained soil is picked up periodically, and will continue. The southern end of the fuel containment still has the <br />drain outlet, though piping has apparently been added to help contain spills from the tank. The soil clean up must continue, <br />as should monitoring for spills and leaks, but this inspector would prefer to see better containment {impermeable pad with <br />berms) for the refueling area, and an improved drain outlet (valuing, concrete exterior drain box) outside the concrete <br />containment structure. Though there is no problem at this time, it is felt that these changes can help by better <br />containment, easier handling and/or clean up, and easier monitoring for contamination. If there are questions, please <br />contact this office. If increased spillage is noted at the next inspection, there may be a problem. <br />There is a concrete truck clean out pit near the shop building. Regular retrieval of the hardened waste concrete and <br />grinding of the pieces occurs at this location. The ground concrete is piled at the top of the river bank, with little setback <br />or barrier to contain the pile. There is a potential for careless piling to cause an accidental release of this material to the <br />river. No evidence of a past release was observed, but the potential is there. The operator may take any of several steps <br />to prevent such an occurrence: pull back the pile and provide a setback distance, and/or place concrete barriers back from <br />the edge of the bank to define and control the toe of the pile, and/or begin piling the material farther from the river. Other <br />types of items, such as timbers, metal pieces, tires, etc., are piled near the bank elsewhere. The operator should inventory <br />what items are too close to the edge for already down the bank) and pull them back. Care should be taken to avoid <br />allowing these items to enter the river, <br />The bond amount was reviewed in 1999, at which time it was felt to be sufficient to perform the required reclamation. <br />It is again scheduled for review. Any increase will be sent to the operator for review. <br />There were no additional items observed or discussed. No problems exist at this time.
