III. Comments/Compliance <br />This was a partial inspection conducted by Jim Burnell of CDMG and Henry Austin of OSM, <br />on the afternoon of June 7, 2004. The site was quiet and deserted. Weather sunny and <br />hot. There was still a good flow in Hubbard Creek, estimated at 3 cfs. The water was <br />slightly turbid both above and below the Blue Ribbon mine site, showing no evidence of <br />siltation coming from the Blue Ribbon mine site. <br />All the signage was erected and in place. The road and gate to the site was in good repair <br />and the gate was locked. The operator has erected a fence along the gate area at the creek <br />crossing to keep out sheep. <br />The road to the site was dry and clean with no rockfall <br />The old coal stockpile area was stable. Cheatgrass had invaded that location this year and <br />the overall vegetative cover did not look as good as it has in recent years. In particular, the <br />cicer milkvetch, which usually provides a very good cover, was not very well developed yet. <br />All the ponds were dry. The floor of pond 5 was cracked mud, indicating that there had <br />been some water there. The embankments were stable and the discharge structure was in <br />order. Pond 4 was dry. The discharge pipe was clear as was the emergency discharge <br />culvert. <br />The path (road) to Pond 5 showed no erosion and some small amount of vegetative growth. <br />The area around the gate shows decent vegetation, given the rocky nature of the soil. <br />Likewise the old access road up to the upper bench. There was a good bit of Cheatgrass on <br />that road this season. The area was stable. <br />The upper bench showed was extremely dry already. Of particular note are the wild rose <br />bushes there. A great deal of Cheatgrass had encroached on this area, scattered <br />throughout. There are some perennial grasses also. <br />None of the underdrains were discharging. The lower ditch was dry. <br />The mine records were checked in the Delta County Courthouse. See the attached sheet. <br />
