LJ
(Page 2)
MINE ID # OR PROSPECTING ID #: n-t-90-14A
INSPECTION DATE: 7/17/00 JCS
r~
OBSERVATIONS
This inspection wits conducted in order to check compliance of the operation with the requirements of the
Act, Rules, and the conditions of the permit. The site was inactive at the time of the inspection. The
County was represented by Rick Spady during the inspection.
The ID sign was in order. The County representative was able to identify a number of markers for the
permit/affected area boundaries; although it appeared the most northwestern marker was missing. Granted
that it is difficult to maintain markers such as isolated fence posts in areas where cattle are active, the
boundaries of the approved permit area should be marked. This is a compliance problem that will be
included on Page 3 of this report.
The permit/affected area is irregular and follows a stream channel from which the material is removed for
use. There is no overburden and topsoil, in the normal sense, to remove from the extraction areas and
stockpile for reclamation purposes. The currently approved reclamation plan calls for the first material
removed from extraction areas to be formed into berms around the excavated areas and to be seeded as
well as planted with some willows in order to provide some interception of flood flows. Since berms
formed around they extraction areas early in the mining operation would appear to interfere with the manner
in which the County is conducting its extraction of material from those areas, the County may want to
reconsider and revise some aspects of the approved reclamation plan. It was not apparent to this inspector
that there were berms around the two active areas of extraction where material was being pushed from the
channel into stockpiles adjacent to the stream banks.
Active extraction operations are being conducted very close to the east permit/affected area boundary and
the County should take care not to extend the area of disturbance beyond that boundary.
I & E Contact Address
NAME: Mr. Rick Spady
OPERATOR: Kiowa County
STREET: P O Box 100
CITY/STATElZIP: Eadc O 81036
CERTIFIED MAIL NO..~~G 7~Y 'Z~
RETURN RECEIPT REQUESTED
