III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Color~ido Division of <br />Minerals and Geology. This former underground mine is now reclaimed. The mine <br />has achieved a Phase II bond release for the majority of the disturbed area. <br />Ground conditions were generally dry with a small amount of patchy snow in the <br />shaded areas. The weather was breezy and mild. <br />Signs and Markers <br />A small mine identification sign is located on the north side of the railroad <br />tracks and provides contact information including the mine address and phone <br />number. <br />Hydrologic Balance <br />The operator has cemented wells LA 218 and LA 264 at the site. Both of these <br />water wells are suspected of leaking methane to the surface. <br />At the LA 218 site, another smaller diameter casing is located about. 20 feet west <br />of the cemented casing. This casing was likely the twinned hole used to core the <br />coal intervals during the drilling at this site. It was not abandoned. This hole <br />will require abandonment also. The pad remains un-reclaimed at thi:> time. <br />Well LA 264 consists of a single casing. Although the cap to the well could not <br />be removed. cement spillage around the casing and site disturbance would indicate <br />it was also cemented.
