MINE ID # OR PROSPECTING ID#: M-1977-348 PAGE: 3 <br />INSPECTION DATE: 11-25-03 INSPECTOR'S INITIALS: ACS <br />investigation. A representative sample of painted surfaces was collected and <br />leached using the Toxicity Characteristic Leaching Procedure (TCLP). The <br />leachate contained less than 0.5 mg/L lead, with the regulatory level for TCLP <br />lead to designate the debris as a hazardous material being 5.0 mg/L lead. <br />Based on these results, it was determined that painted debris can be safely <br />disposed in the quarry pit. Painted debris comprises a very small percentage <br />of the waste stream. ARCADIS G&M, Inc. out of Highlands Ranch Colorado <br />completed an asbestos containing material survey of the facility. Asbestos <br />abatement is being completed under demolition permits issued by the Colorado <br />Department of Public Health and Environment. Most of the asbestos abatement <br />projects had been completed at the time of this inspection. <br />Holcim has an agreement with Larimer County Public Works to have clean fill <br />from Larimer County projects delivered to the Holcim facility. The clean fill <br />will be used as cover material and plant growth medium for the debris disposal <br />cell and if sufficient volumes are delivered, as plant growth medium on other <br />areas of the site. DMG has reviewed the mined land reclamation permit file <br />and found that Holcim does not currently have a Rule 3.1.5(9) approval for <br />importation and use of the Larimer County clean fill. Based on the DMG's <br />observation of the clean fill and Holcim's description of the type of material <br />they will accept from the County, this is not a serious matter. It is simply <br />a permitting issue that must be resolved. Hence the issue is listed as a <br />problem on the last page of this report with a corrective action requirement <br />and a deadline. <br />Finally, Holcim reports the following information relevant to the demolition <br />project: <br />• 1750 tons of scrap metal has been shipped from the site for recycling so <br />far; an estimated 10 to 12,000 tons of scrap will be salvaged by the end <br />of the project. <br />• 80 to 90,000 cubic yards of rubble will be disposed in the quarry pit by <br />the end of the project. <br />• The demolition contract requires concrete removal to two feet below <br />grade. <br />cc: Carl Mount, DMG <br />(via email w/o photos) <br />I & E Contact Address <br />NAME Gordon Benton <br />OPERATOR Holcim, Inc. <br />STREET P.O.
