III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
This was a complete inspection of the King Coal Mine for the month of March, 2000. There was
6-10 inches of snow on the ground and the snow was still falling. The mine was in a temporary
minimum operations mode with only essential people at the site. This condition should be concluded
in early April.
RECORDS: Records were inspected and found to be in compliance. Further details of the records
inspection can be found on page 5 of this report.
HYDROLOGIC BALANCE: Both ponds had water in them but were not discharging. The East pond
had approximately 3 feet of water in it and the West pond had about 4 feet. The ponds are stable
and capable of functioning as designed. All culverts and ditches were inspected and all were found
to be capable of functioning as designed.
GENERAL MINE COMPLIANCE: The site is well maintained and stable. No problems were noted
during the inspection.
EXCESS SPOILS AND DEVELOPMENT WASTE: The waste pile is stable and all water is diverted off
the top and into ditches, however the pile needs to be graded to the correct slope and the lifts
should be no more than 1 foot to insure proper compaction is achieved.
Work on the 100 year clean water diversion ditch and the riprapped side ditches should
commence in May of this year.
', "ter'. ~ e .S- .~.a .'~N`!
