a <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a regular partial inspection of the Bourg Mine conducted by Jim Burnell of DMG, beginning at <br />0700, 1 July 1997. The weather was clear but very windy. The inspector was unaccompanied, but <br />during the inspection, Walter Ayres, former mine superintendant who serves as a caretaker, was <br />encountered on the site. <br />Signs/Markers: Sign at entrance needs to be modified to include the DMG, as per rule 40.30.2 (3). <br />Roads: The perimeter road is in good repair. Rock check dams have successfully held back erosion, <br />with sediment accumulated behind the rock piles at each location. Much of the road through the <br />center of the site (from the former facilities area east) is mostly obliterated, remaining as a 2-track <br />path. <br />Hydrologic Balance: The check dams in the drainage ditch near the gravel pad (old facilities area) <br />have functioned successfully, as erosion is generally not active and sediment is piled up behind them. <br />At one spot -above the highest check dam -there is some erosion. The natural drainage "arroyo" in <br />the NW corner is dry. The bed is heavily vegetated except for a rocky stretch along the NW bank. <br />General Mine Plan Compliance: The perimeter fence is secure and in good repair all the way <br />around. Wire from the old telephone line is down along the west and north perimeters. Old telephone <br />poles have been sawed off to 6" above the ground. <br />Fish/Wildlife: Ground squirrels were everywhere. Four antelope were spotted on the site and an <br />enormous jackrabbit. <br />Revegetation: Infestation of the noxious weed Canadian thistle was noted at a number of locations <br />around the site. These should be treated according to the existing weed control plan in the permit. <br />The locations noted are as follows: 1) in the ditch beside the gravel pad; (2) 200 yards uphill on the 2- <br />track road from the gravel pad; (3) around perimeter road 100 yards west from top of hill on the south <br />perimeter; (4) on east perimeter road midway between the corners (120 yards south of hill crest); (5) <br />on the east slope facing east perimeter road near gate in fence; {6) on the north perimeter road just <br />east of 3rd check dam from the top; (7) some thistle in the natural drainage "arroyo" in the NW corner <br />of the site; (8) along the NW bank of the natural drainage "arroyo" in NW corner of site. <br />Sage and rabbitbrush are becoming established on the perimeter 2-track road <br />
