COMMENTS•COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observatwns made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial rnspectron conducted by Kent Gorham of the Colorado Drvrsion of <br />Reclamation, Mining, and Safety (Division), This processing and loadout site has been <br />inactive since June 2001 after the closure of the Lorencrto Mrne (#C-96-084). An application <br />for transfer the permit was approved recently, but rescinded during the public comment <br />period as a result of pending issues with the reclamation bond. The transfer is currently <br />awaiting the outcome of the bond issue before approval is proposed again. Ground <br />conditions on this day were snow-covered on all but south-facing slopes. <br />Roads <br />Roads have been plowed on a limited basis around the East Portal area. The road to the <br />RDA had not been plowed due to poor conditions and was not accessible by vehicle. <br />Hydrologic Balance <br />Pond 8 was frozen and <br />snow-covered Pond 7, <br />shown at right, was also <br />snow-covered and did not <br />appear to hold much. if <br />any frozen water in the <br />inlet portion of the pond. <br />Process~n~; ':•~i:3,t~, <br /> <br />The outslopes of the four <br />reclaimed terrace <br />benches at the RDA were <br />nearly free of snow cover <br />due to their steep, south- <br />facing aspect. No <br />slumps, slides, or <br />damage was noted on <br />any of the outslopes <br />Overall, the site appeared in good condition for the winter season and no problems were <br />noted <br />
