<br />• (Page 3) • <br />MINE ID ay OR PROSPECTING ID 11 M-1994-005 <br />INSPECTION DATE 6/22/01 INSPECTOR'S INITIALS RCO <br />The new concrete box at the SW corner was discussed. As Mr. Chappell also stated, the new box divided the flow toward <br />several different ditches. At least one of these delivered water to the western edge of the permitted area, and is the one <br />depicted on the operator's approved maps. However, there are two parallel and nearly adjoining ditches here. It is not clear <br />which was the one to have been intercepted and rerouted. The one west of the fenceline, and off the permit area, was <br />flowing, and the one on the permit area was not. It is clear that there has been no recent maintenance of this onsite ditch, <br />since it is choked with grasses and willow thickets along much of its length. Toward the location where it formerly flowed <br />onto the permit area both ditches were joined and then routed westerly. There is no siphon system here. <br />The operator's use of the ditch water includes pumping up to an overhead tank for filling the water spray truck and for <br />aggregate processing. The truck water is sprayed on the roads, etc., for dust control. The wash water and/or asphalt <br />botching water are captured in ponds for settling and recycling. Solids are dumped in the pit for backfilling, and no water <br />re-enters the ditch for discharge offsite. <br />The delivery of water to downstream users on this ditch appears to exist at this time, though it does not correlate exactly <br />to the approved plan. Due to the differences noted, the following paragraph articulates a problem: <br />There is no ditch around the west of the pit. and no pipeline. No detail of the ditch entering the SE corner of the site was <br />included in the original or AM-01 application. Since these details of the plan do not match the condition on the around, <br />there is a problem noted on page one, under the topic of "general mine plan compliance." The corrective action is to <br />provide a revision to the mining and reclamation plans (Exhibits C. D, E. F. G and LI showing where the ditches are to be <br />located durina any and all phases of minina, and where they will be durina reclamation. Please see the last page for the <br />correction date. <br />Due to questions about the source of water in the currently-utilized irrigation ditch along the eastern edge of the site, and <br />about the adequacy of the structure and the delivery rate, the following paragraph articulates a second problem: <br />The operator has replaced the ditch structure and location in such a manner so as to cause concern and confusion about <br />its unknown source and the possibly inadequate amount of supply This situation is noted as a problem under the tonic <br />of "records." These details must be verfied to this Division to be approvable to the ditch association, and communicated <br />to the citizens alleging damages due to this "different ditch and water source." Such verification must include evidence <br />of having contacted the ditch association and its written response of "no problem" concerning the ditch route, the ditch <br />and box structures. and the delivery rate. Please see the last page of this report for the correction date. <br />A final item was observed and discussed with the operator, unrelated to this citizen complaint. This involves the line of <br />planted trees along the north permit boundary line. The approved mining and reclamation plans includes the requirement <br />for this line of trees, though there are currently many dead ones. This is not incompliance with the plans. <br />The dead Lees are noted as a problem in this report under the topic of "reveaetation " The operator must replant all dead <br />land dying) trees with ones of the sizes meeting any specification committed to in the file. They must be monitored for <br />vigor and health and properly maintained to ensure their growth and survival.
