III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash, Jim Pendleton and Jim <br />Stark of the Colorado DMG. No one represented the operator. The area was <br />under the threat of a thunderstorm during the inspection. Hubbard Creek was <br />running moderately high and the water was muddy. Mine operators in the valley <br />have commented that the area has received heavy rains in the last few weeks. <br />Roads <br />The road up Hubbard Creek was in good condition, probably receiving a recent <br />grading considering the recent rainfall. The gate was closed at the entrance to <br />the mine site. The entrance road from the main road to the gate was passable. <br />Signs and Markers <br />The mine ID sign was up at the gate. <br />Hvdroloov <br />The two ponds, just east and west of the main entrance, were dry. Pond <br />spillways were functional. Pond inslopes and outslopes were well vegetated. <br />Embankments appeared to be stable. <br />Reclaimed Slopes <br />There was no evidence of gullying on the reclaimed slopes. However, the <br />grasses on the reclaimed slopes were not as prolific as on the undisturbed <br />slopes. <br />C:\ms97\blueribbon\insp0899 <br />
