r ~' ~~ <br />• <br />INSPECTION REPORT - PAGE 2 <br />FILE N0. 83-33 <br />DATE: April 24, ]984 <br />OBSERVATIONS OF IMPORTANCE: <br />1. first we observed that work had started at the Walstrum Mine. Exploration <br />was initiated in a small ravine adjacent to Highway 6. There was very little <br />room for base facilitities for the operation. Material from the excavation <br />was being transported across the highway. <br />2. A fill was being constructed on the south side of Highway 6 between the <br />highway and the primary channel of Clear Creek utilizing materials from the <br />mine excavation. The fill dimensions were approximately 1,000 feet by 100 <br />feet. The fill area was being utilized for employee parking, a staging area <br />and material stockpile area. Mr. Frei stated that a Corps of Engineer's 404 <br />permit had been obtained for the channelization of Clear Creek. He also said <br />that the final land use would be for acceleration and deceleration lanes for <br />truck access onto Highway 6. <br />3. In addition, it appeared that soil-like materials were being used for <br />fill. No topsoil stockpiles were observed on site. The Division is concerned <br />for the bond for the Walstrum Mine was calculated based on the topsoil <br />stockpiles being 500 feet from the redistribution area. (See recommendation <br />section.) <br />4. On April 18, 1984, Jim McArdle and Dave Shelton went by the mine site to <br />take additional photos. At that time they noticed that there was also a weigh <br />station associated with the Walstrum Mine which was not included within the <br />permit area. The weigh station was located east of the operation <br />approximately 1/4 mile downstream. The weigh station was constructed on a <br />fill directly adjacent to Clear Creek. The creekside fill slopes are at a <br />1.5:1 angle of repose. <br />RECOMMENDATIONS: <br />1. Amend the existing permit for the Walstrum Mine to include the staging <br />area, acceleration and deceleration lanes and the weigh station in accordance <br />with Rules 1.8 and 2. The amendment must include all maps and exhibits as <br />required by Rule 2. <br />2. Amend the reclamation plan as it relates to topsoil salvage and <br />redistribution. If topsoil stockpiles are not ]ocated within 500 feet of <br />redistribution areas, the bond amount must also be revised. The bond must be <br />revised within 60 days of determination that an increase in bond will be <br />necessary. <br />/th <br />Doc. No. 0961 <br />
