III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II Mine conducted on November 20, 2002 by Mike <br />Boulay of the DMG. Lori Smith of Seneca Coal Company was present during the inspection. <br />Weather conditions were cloudy and cold. The majority of the site was snow covered, and there <br />was no activity at the site at the time of the inspection. <br />Roads <br />Haul roads and access roads were very muddy throughout the mine site. The main haul road (El) <br />was accessible up to the top of the Wolf Creek Area pit. A lazge herd of ells were traversing the <br />reclaimed area in the upper portion of the former pit azea. Road F 1 was accessible to the <br />crossing at Postmine channel PM-6, and the County road was accessible up to the Pecoco <br />impoundment. No other mine site roads were passable. <br />Hydrologic Balance <br />Site sedimentation Ponds 002, 003, the Pecoco, and the Truck Wash Ponds were inspected. Site <br />sedimentation ponds 003 and the Pecoco Pond were full and discharging cleaz water. Pond 002 <br />and the Truck Wash Ponds were retaining water but not discharging. Pond inlets and <br />embankments appeazed stable and no problems were noted at any of these pond locations. Ponds <br />004 and 008 could not be accessed and were not viewed. <br />Stu Wort Facilities <br />The road surface at the facilities azea and truck wash ponds was extremely muddy. Perimeter <br />azeas at these locations were well maintained. No problems were noted during this inspection. <br />
