III. Comments -Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any enforce- <br />ment actions taken during the inspection and the facts or evidence supporting <br />the enforcement action. <br />On December 15 an aerial inspection was conducted at the O.C. Mine No. 2. <br />Conditions at the time of the inspection were clear with moderate snow cover. <br />Large format aerial photographs were taken of the site. The Photographs <br />identified as 12/93 #:04 F:01, 12/93 #:04 F:02 and 12/93 #:04 F:03, were taken <br />at oblique angles. The photos show moderate snowcover with shrubs exposed <br />and the road bare in spots. Tire tracks are evident on the lower bench. The low <br />sun angle shows the diversion ditch and sediment control system well. <br />
