C~ <br />(Page 2) <br />• <br />MINE ID / OR PROSPECTING ID {` M-77-193 <br />INSPECTION DATE July 7, 1995 INSPECTOR'S INITIALS TAS <br />OBSERVATIONS <br />1. An inspection was made of the T.H.E. Aggregate Source granite quarry. The operator has <br />proposed an expansion of the quarry from 30 to 65 permitted acres. The site ie located on <br />the west end of Canon City and can be accessed from Tunnel Drive. The poet-mining land use <br />is rangeland. <br />2. A number of concerns have .been expressed by the nearby residents of Tunnel Drive <br />regarding the proposed expansion. The concerns of the residents will be .addressed through <br />the public review process. An upcoming pre-hearing conference will be scheduled in Canon <br />City. The date ie unknown at this time. We also anticipate a Formal Public Hearing before <br />the Colorado Mine Land Reclamation Board. <br />3. The subject of surface blasting was discussed. Concerns have been expressed by the local <br />residents regarding the impact of blasting on their homes. Mr. Klco suggested that a <br />monitoring program be implemented to document the hours and intensity of I~lasts that occur <br />at the quarry. The impact of blasts from the proposed amendment area ie expected to be lees <br />than currently experienced because of the pit orientation. <br />4. The subject of dumping trash at the mine site was discussed. Concerns have been <br />expressed by the local residents that Tezak Heavy Equipment Co., Inc. has been dumping and <br />hauling trash illegally from the mine site. There was no evidence of traiah at the site at <br />the time of inspection. A representative of T.H.E. stated that trash heed been collected <br />previously on the Bite but outside of the permitted mine area. This conc~arn appears to be <br />corrected. The Colorado Department of Health has also been notified of tliie issue. <br />5. The subject of excessive truck traffic on Tunnel Drive was discussed. This was also in <br />response to concerns raised by local residents of Tunnel Drive. Recently, emergency <br />conditions existed to highway and railroad structures along the Arkansas River. T.H.E. <br />responded to these conditions by supplying riprap material from the quarr:f. Mr. Tezak had <br />notified local authorities of hie plan to supply the needed materials and ae a result <br />increase the frequency of truck traffic on Tunnel Drive. <br />The local residents have also raised concerns of noise and duet from the truck traffic on <br />Tunnel Drive. These concerns do not appear to be within the authority of the Division and <br />will be addressed during the public review process. <br />6. The subject of fugitive duet control from the crusher plant was discussed. Hr. Klco <br />indicated that an air emissions permit will be obtained from the Colorado Department of <br />Health and that T.H.E. will voluntarily monitor fugitive duet levels to ensure compliance <br />with standards set by the Health Department. <br />7. The subject of etormwater runoff control along the existing haul roz~d was discussed. <br />Currently, there are no defined collection ditches along the road to control runoff. <br />Sediments are washed offsite to the south onto Tunnel Drive and towa:cd the hydraulic <br />irrigation ditch. Mr. Klco explained the components of the etormwater management plan which <br />consist of 2 sedimentation ponds and runoff channels adjacent to the haul read. In addition, <br />there will be a designed riprap structure near the outlet at Tunnel Drive to control runoff <br />flowing toward the irrigation ditch. T.A.E. will monitor sediment levels in the irrigation <br />ditch and will clean the ditch as necessary. <br />8. The entrance sign to the property did not contain the information required in Rule <br />3.1.12.
