w S • • <br />(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-2000-os t <br />INSPECTION DATE: t 7/8/(10 INSPECTOR'S INITIALS: JCS <br />OBSERVATIONS <br />This inspection was conducted in order to check compliance of the operation with the requirements of the <br />Act, Rules and conditions of the permit. The operator, Las Animas County, was represented by John Lucero <br />and Troy Velarde during the inspection. The pit was inactive at the time of the inspection. <br />There was no ID sign posted for the operation. This is a compliance problem that will be included on Page <br />3 of this report. <br />Markers adequate to delineate the boundaries of the permit area were identified for this inspector by the <br />County representatives. <br />There has been significant recent activity at the site. A large pile of screened product was present together <br />with a variety of equipment including a crusher, conveyors, front end loaders, bulldozer and a supply(?) <br />trailer. According to the County representatives, the crusher will be moved to a different site in the near <br />future and, because the mining has now encountered bedded sandstone, the pit maybe abandoned shortly. <br />Much of the topsoil salvaged in conjunction with the mining operation has been stockpiled along the <br />northern margin of the excavated area. There is, however, no evidence, at this time, that efforts to stabilize <br />this material with vegetative cover have been or are being made. Stripping of topsoil is currently underway <br />east of the excavated area, and small stockpiles of this material are scattered over the stripped area. The <br />need to stabilize and protect topsoil stockpiled along the pit margins from erosion and deterioration and to <br />gather more recently stripped topsoil together in an area or areas where disturbance by ongoing operations <br />will be minimized totether constitute a compliance problem that will be included on Paee 3 of this reoort. <br />Clearing of the site prior to the initiation of the actual mining has resulted in a considerable amount of <br />woody material being stockpiled on site. At some point, this material must be removed from the site; since <br />it's use is not specifically included in the reclamation plan. <br />There is a fueling tank south of the pit near which there is evidence of the spillage of a small amount of <br />what appears to be a petroleum liquid. While the contaminated area is not considered a serious potential <br />source of ground or surface water pollution at this point, care should be taken by the County not to allow <br />additional spillage of this sort to occur and more significant amounts of such contaminated material to <br />accumulate.
