III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Carbon Junction Mine for the month of January, 2001. Weather <br />conditions were cloudy and snow was imminent. <br />Roads: All roads were in good condition with the exception of the access road to the back of the East <br />Pit area (see circled area on picture). As mentioned in previous reports, this "low water crossing" of the <br />ditch has failed and needs to be repaired prior to the next complete inspection. <br />Hydrologic Balance: Both ponds were dry and appeared to be stable. It does not appear that any work <br />on the drainage ditch between the North and South pits had been accomplished. <br />General Mine Compliance: The site stopped its reclamation efforts in July, 1999, and no efforts to <br />complete the reclamation tasks have been made since then. Maintenance work at the site have been <br />minimal, however, due to time of the year, little effects are expected until spring runoff. <br />Excess Spoil and Development Waste :The pile is eroding (see pentagonal defined area on picture) <br />and this condition was noted in past inspections, but as noted above, nothing has been done to alleviate <br />and/or repair this problem. This area is also shown on the second picture. <br />
