MINE ID # OR PROSPECTING ID #: ti+-vnn~-n7d <br />INSPECTION DATE: n~ ~g~ ~<+ ~ Cv..20n7 INSPECTORd INITIALS: _II82 <br />OBSERVATIONS <br />This was a routine inspection conducted by David Bird of DRMS. Attempt was made to contact the operator, <br />Mr. Mark Balderston of Breckenridge, to schedule the inspection and invite him to join the inspection, but his <br />contact telephone number in the permit file is not current. Additionally, Operator is several months late on filing <br />2007 annual report and payment of annual fee. <br />The site is located in Park County, just northwest of Fairplay, alongside State Hwy 9, between the highway and <br />the Middle Fork of the South Platte River. The permitted area comprises 9.9 acres within a 60.24 acre lot. The <br />southern boundary of the permitted area abuts the northern town limit of Fairplay. The entrance to the site is <br />marked with an adequate sign. The facility works alluvial gravels as wells as possibly historic dredge tailings <br />and/or historic hydromining areas. <br />There was no evidence of recent activity at the site, but equipment on site includes a screening plant, irack- <br />mounted backhoe, two flatbed trucks, propane tank, a semi trailer with a "Dangerous" placard, numerous old <br />tires, and other assorted equipment and refuse. A sizeable pile of tree trunks, apparently removed during mine <br />pre-stripping is also present on site. Within the permitted area, only the screening plant and some assorted <br />equipment are present. No evidence of the sluicing operation or settling ponds mentioned in the permit <br />application were seen on site. <br />Only one problem is noted within the permitted area: There appears to have been no activity within the <br />permitted area in the last 180 days; Division will recommend that Operator enter temporary cessation. <br />Off-site and adjacent to the permitted area, and integral to the mining operation, the following problems were <br />noted: <br />1) The access road has been poorly maintained and erosion is starting to remove parts of the road. This <br />could present a sediment transport problem to Middle Fork of the South Platte River, located <br />immediately below the access road. <br />2) On the upper access road, a collection of oil drums is showing signs of leakage and has resulted in a <br />stain of several square feet on the ground. A petroleum odor was noticeable. Although this is not in the <br />permitted area, operator is advised to remedy the situation to prevent off-site damage to ground water. <br />The Division is obligated to report the spill to the Colorado Department of Public Health and <br />Environment. <br />I & E Contact Address <br />NAME: Mark Balderston <br />OPERATOR: Rock-n-Pine.
