(Page 2j <br />MINE ID # OR PROSPECTING ID # M-1987-097 <br />INSPECTION DATE 10/15/02 <br />INSPECTOR'S INITIALS RCO <br />This inspection was performed by the Division as part of its monitoring of 110 Construction Materials permits. The <br />operator's representative was contacted about the inspection, and a time was arranged to jointly inspec the site. The <br />operator named on page one was present throughout the inspection. <br />The permit ID sign and corner markers were observed on the site as fequired. <br />The site was active at the time of the inspection. Dump trucks and a loader were moving and hauling material out of the <br />pit. There was a limited amount of stockpiled material in the pit, but most material appeared to be removed directly from <br />the active highwall on the south. Excavation is carried out by loader pushing material down the highwall slope at a 3:1 <br />gradient. All slopes appear to be generally close to the 3:1 gradient. This is a good method to follow, since it leaves the <br />slopes in a stable condition during times of no mining,~and it will make final reclamation easier. <br />The east wall and the north wall of the existing pit are in their final location and slope gradient. The east wall has also been <br />topsoiled. No seeding has been completed yet. The operator was encouraged to perform the reclamation on these slopes. <br />As new areas are stripped in preparation for mining, topsoil is hauled offsite to the county shop for protection from loss <br />by theft, according to the operator. This is unusual, but acceptable in this case. The operator must ensure that topsoil <br />stripping continues regardless of where it is stockpiled, that it is protected from erosion and weed infestation regardless <br />of where it is stockpiled, and that it is replaced and seeded as soon as possible. It was suggested that newly stripped <br />topsoil might be placed directly on the north wall if it is ready to reclaim, eliminating double handling and increasing the <br />chance of successful revegetation. <br />There is still a significant amount of unmined area on the south and west sides of the pit. The operator stated that in <br />addition to that permitted land still available, the county has purchased adjoining land, and may possibly wish to convert <br />this permit to a 112 permit. A 112 application which is to be used for the conversion application is enclosed with the <br />operator's copy of this report. <br />The site is dry, there are no parts or debris, there is no contamination, no fuel is stored onsite, and there are no noxious <br />weeds. The site is clean and mined in an orderly manner. <br />There were no additional items observed or discussed. No problems exist at this time.
