While conducting an inspection of the United Gravel Pit, M-88-037, 1 was informed of the San Miguel
County's "Norwood Pit", M-81-156. immediately southwest of the United operation. Thus, an unscheduled,
un-announced inspection was made of the immediate vicinity. An entrance sign was posted; boundary markers
were not inspected, however. Please be reminded, Rule 3.1.12(2) of the Minerals Rules and Regulations
requires that the boundaries of the affected area will be marked by monuments or other markers that are clearly
visible and adequate to delineate such boundaries.
Please make sure that boundary markers clearly identify the permit boundaries.
2. Bedrock Aggregate company was on site actively crushing and stockpiling material.
3. The site inspected was the obvious pit area east and south of the United Operation. The area inspected
measured approximately 525 ft. by 4~>5 ft., or approximately 6 acres. The site is permitted for 19.7 acres.
4. The south and east walls of the pit were mined immediately adjacent to fence lines. The south and east
high walls ranged from approximatel}~ 20 to 60 feet in height.
5. Site runoff seemed to flow to~Nard the southwest area of the area inspected, immediately south of the
access road. Site runoff drains south over the side of the road embankment onto a lower bench adjacent to an
irrigation ditch.
Please review the site runoff patterns to ensure that site runoff, corollary erosion and sedimentation do not affect
lands outside permitted land boundary.
Please contact the Office regarding your plans addressing this issue by May 27, ] 997.
6. A fuel tank was stored on a fl;tt-bed trailer; other chemical drums were stored in a tractor trailer.
Hazardous materials such as fuel, oil, hydraulic fluid, antifreeze, batteries and waste oil must be stored in an
impermeable containment structure adequate to contain, at a minimum, the volume of the containers stored
within the structure. Empty containers should be adequately disposed of.
Please contact this Office by May 27, 1997 regarding your plans for construction of containment facilities for
these materials.
7. A small topsoil stockpile was ~~bserved in the southwest comer of the area inspected. It had not been
vegetated. Pursuant to Rule 3.1.9(3), topsoil stockpiles shall be stored in places and configurations to minimize
erosion and located in areas where disturbance by ongoing mining operations will be minimized. Such stockpile
areas must be included in the affected areas and subject to all reclamation requirements. The Board may require
immediate planting of an annual and/or perennial vegetation on topsoil stockpiles for the purpose of
stabilization
Please inform the Office of your plans regarding this issue by May 27, 1997.
