III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Tom Kaldenbach of the Colorado Division of Minerals <br />and Geology. No one else was present. The site was covered with one foot of snow. <br />AVAILABILITY OF RECORDS <br />The following documents need to be inserted in the operator's file that is kept at the Routt County <br />Clerk and Recorder's office. <br />Revised page 62.1 in permit application (revised in TR-09), <br />2. An insurance certificate that contains: a) the wording "will endeavor to" struck, <br />and b) an indication of the type of insurance, <br />3. 3 years of DMG/OSM inspection reports and enforcement actions, <br />4. Midterm Review documents, <br />5. The most recent NPDES Permit, <br />6. NPDES Discharge Monitoring Report for the fourth quarter 1997, <br />7. Permit Renewal Application for RN-03. <br />SIGNS AND MARKERS <br />Two mine entrance i.d. signs were properly displayed on County Rd. 29 and contain the correct <br />information. Permit area boundary signs and stream buffer signs were also properly displayed. <br />HYDROLOGIC BALANCE <br />Although snow cover limited examination, no problems were found with the pond, all ditches, and both <br />culverts. <br />The new downgradient well on the Baumgartel's land had a cap on it and appeared to be in good <br />condition. (The new upgradient monitoring is to be installed in the spring.) <br />SUPPORT FACILITIES <br />No problems were found with the former bathhouse. <br />SLIDES AND DAMAGE <br />Office SAE <br />The backfilled slope appeared stable. <br />Portal bench <br />No problems were found in the portal bench area. <br />Page 3 <br />
