III. Comments/Compliance <br />This was a partial inspection conducted by Jim Burnell of CDMG on the morning of Friday, <br />April 15, 2005. Weather was clear and mild. Hubbard Creek was flowing strong and <br />muddy, both above and below the site. <br />All the signage was erected and in place. The road and gate to the site was in good repair <br />and the gate was locked. <br />The road to the site was in very good condition. <br />The old coal stockpile area was stable. The vegetation was beginning to green. <br />Pond 3 was dry. The embankments were stable. The floor of pond 5 was wet and muddy, <br />but there was no water accumulation. The embankments were stable and the discharge <br />structure was in order. <br />On the lower bench there was a lot of emerging vegetation. One of the underdrains from <br />the lower bench was dripping. The seep on the north end of the lower bench was wet and <br />below that, there was another seep from the site of the old slump. The lower ditch was wet, <br />but there was no running or standing water. <br />The riparian area had good cover -areas of willows and grasses on the slope between pond <br />5 and the creek. <br />
