This inspector is comfortable with the overall reclamation <br />scheme, presented verbally during the inspection. Most of the reclamation required ie the <br />removal of small debris and equipment, minor grading and limited revegetation. Much of it <br />is already in the plan. The work still to be performed, ae far as cleanup and reclamation <br />goes, the operator has committed to do this year. It will affect about one acre of land. <br />Once performed, the seemingly small bond will be sufficient, and the site will be stable. <br />The operator ie encouraged to submit in writing the current overall reclamation plan to the <br />Division, to have it technically reviewed, and an approved version will become part of the <br />permit. It should include the repiping of the discharge, ae discussed below. The projected <br />timeframee for accomplishing the tacks must be included. It was discussed that if there are <br />et ill cleanup and reclamation tasks to perform after the end of 1995, leaving work that costa <br />more to do than the bond will cover, the bond will be increased appropriately. Therefore, <br />the bond amount ie not regarded ae a problem at this time. <br />Coming out of the portal ie a subsurface wooden structure which conveys the discharge off the <br />waste rock pile. The wood has become weak and decayed, and there is a portion of the wooden <br />conveyance whose boards are missing, resulting in a significant amount of water now flowing <br />over the ground's surface, roughly along the same route ae the buried wooden duct. The <br />entire discharge still passes through the site and exits in the same location. Mr. Gydesen <br />has proposed the placement of a six- or eight-inch diameter PVC pipe to control the <br />discharge, and two locations were discussed. <br />The pipe will begin inside the mine, with an inlet constructed to catch all of the water. <br />The preferred route outside the portal for the new pipe will begin by following the old <br />route, but will extend farther. It will descend the elopes of the waste rock benches, pass <br />through a boggy area at the edge of the permit area, then filter through a short piece of <br />this bog to the outlet. Just off the permit area, the water will reach Gold Creek. <br />The other repiping option would be to turn north at the portal, and place the pipe at the <br />edge of the waste rock pile on the north end of the bench, passing under the access road and <br />through about 50 feet of willows. At this point the water would daylight, continuing to <br />filter through the willows to a short boggy section, then enter Gold Creek. Under either <br />option, the pipe would be trenched, bedded to ensure flow, and shallowly buried. It is felt <br />that the repiping will ensure stability, reduce erosion, maintain water quality by isolating <br />the flow from posits fill materials, and possibly contribute toward removing this permit from <br />the pending DMO list. That determination will be made after any proposed changes to the <br />discharge piping and the reclamation plan are submitted. <br />This operator was given several photocopies of the permit map, to use for depicting details <br />in the reclamation plan revision or repiping proposal. These two revisions may be submitted <br />separately, or together as one package. The operator ie reminded that a possible bond <br />increase and pending DMO decision partly depend on the submittal of the proposed chances to <br />the discharce pipinc and reclamation plan. plus any reclamation tasks performed.
