(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1981-158 <br />INSPECTION DATE 3/29/04 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 110permits. The operator <br />was contacted and a time was arranged for the inspection. The operator's representative named on page one was present <br />during the inspection. <br />The site was identified by the required permit ID sign at the entrance gate. Survey pins and steel T-posts marked most of the <br />corners. The site was not active at the time of the inspection. <br />The permit area is on land owned and managed by the district, and provides materials used exclusively on the subdivision <br />roads. It presently consists of two pits and a small unmined area used for hauling and stockpiling. Entry into the pits is gained <br />by a ramp road from the east between the pits. There is a small pile of wood debris, which the district has allowed landowners <br />in the subdivision to deposit from their tree thinning. <br />The northern pit has not been used in many years, and though not reclaimed or vegetated by the operator, exhibits scattered <br />young volunteer cottonwoods and willows. It appears to be stable at this time. Some oversize material is located in the pit, <br />which will either be removed from the site during the mining phase or used onsite during reclamation. <br />The southern pit is actively excavated by the district when needed. Contract crushing is carried out every few years. There are <br />presently two stockpiles of crushed gravel in the staging area containing an estimated 5000 cubic yards. There is no <br />processing equipment, parts or mining debris on the site. There are no noxious weeds, though the operator should monitorfor <br />new infestations, especially if offsite materials are imported occasionally. <br />The irrigation season has begun, and water is flowing in the adjacent unlined ditch. The south pit has about 2 feet of water in it. <br />The operator does not dewater the pit or mine when there is water in it. The operator stated that in a few months the pit will be <br />dry. The water in the pit maybe regarded as exposed groundwater, and as such, a well permit maybe required from the Colo <br />Div of Water Resources. The operator should contact the CDWR to verify if such a permit is needed, and proceed to obtain <br />one if so. <br />There is an overhead powerpole set into a small "island" in the pit floor. The pole and the lines belong to La Plata Electric <br />Assn., who is aware of the location and situation concerning the pole. LPEA does not consider it a problem, and apparently <br />considers the pole and lines to be stable. The operator can maneuver equipment under the lines and will not mine next to the <br />pole. <br />The operator excavates material from the highwalls leaving a vertical face. Sufficient material is generated from road and ditch <br />maintenance and construction projects within the subdivision to provide adequate backfill material to place in the pit to reduce <br />the slopes to the required 3:1 reclamation gradient. Some slope reduction has been performed on the south wall of the south <br />pit. The operator should prioritize such backfilling and slope reduction on the southwest corner of the south pit, since it is near <br />the ditch, though there is no instability at this time. <br />No further items were observed during the inspection.
