III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the New Horizon Mine for the month of July, 1996. <br />Records were inspected and found to be satisfactory, see page 5 of this report for more <br />information. <br />All roads were inspected and found to be well maintained and watered as necessary. <br />Ponds 1, 6, and 7 had water in them but only 1 was discharging as usual. Ponds 2,3,4, and 5 <br />were dry. Culverts were clear and functioning as designed. <br />Backfilling and grading is an on going process, however, the pit is expanding past what the <br />current mining plan calls for (although this is included in PR-04) therefor a revision to the permit <br />is required with an adjustment to the bond as necessary. Topsoiling is also proceeding on <br />schedule. <br />General mine compliance is exceptional and the only actions required are the revision to the <br />current permit as mentioned above and to repair.a couple of low spots in the Rice Tract drainage <br />when the irrigation season is over. <br />Revegetation is current and this seasons growth is faring well due to the current irrigation <br />practices. <br />The settling cracks noted in earlier inspections appear to have stabilized after the initial irrigating <br />caused them to appear. These cracks will be repaired and stabilized after irrigation season is <br />over. <br />
