<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Revegetation: The noxious weed Canada thistle was found to be <br />abundant in numerous locations across the site. The following <br />locations should be sprayed according to the weed control plan in <br />the permit: Pond F dam; around the inlet of the double culverts <br />in drainage PD-4; on the side of the PD-4 drainage swale at the SE <br />corner against the older reclaimed area; the entire "corridor" <br />along the ditch below the double culverts of PD-4 drainage, the <br />entire distance to the level area where the drainage disperses; <br />the access road corridor, especially near Pond D; the entire area <br />surrounding Pond D; the outface of Pond C dam; on the top of the <br />hill SE of the "explosives" sign; all around the upper end of the <br />2-track road leading toward Pond A; on the hill west of Pond A. <br />Vegetation in general in the 720 Pit area is providing good cover; <br />yarrow, penstemon, and blue flax are blooming profusely. <br />Slides and Damage: The "scarp" from the settling crack along the <br />former high wall at Pit 1 has been repaired by dozing it over. No <br />further movement was noted, there or elsewhere. <br />Offsite Support Facilities: The Kerr loadout facility at the edge <br />of the town of Walden was inspected on the morning of July 2. <br />There are approximately 2-3 yd' of coal left in an old stockpile <br />near the access road. Another pile of 20 yd' sits under the <br />conveyer. The berm next to the drainage ditch on the west side of <br />the area appears to be mostly coal material, too. Some holes were <br />dug through the yard area to estimate the depth of coal. Over most <br />of the area, the coal is at least 4 to 6 inches deep. The ramp <br />appears to be mostly clean fill (covered with coal), albeit very <br />coarse with many rocks and cobbles. The berm surrounding the <br />loadout area averages 4 feet high maximum. The buildings are <br />undisturbed, evidenced by the abundance of old supplies and <br />materiel still on site. Most doors are unlocked and access is <br />readily available to all but two of the buildings. <br />
