=~ <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the King Coal Mine for the month of March, 1996. <br />The site was bare and dry, with minor drainage moving through the site from the melting snow <br />upland of the site. <br />The facilities area is clean and in good shape, except for a few drums of oil that were stored <br />outside of the bermed area. Most of these drums were empty, but a couple crushed drums <br />contained some oil and were leaking slightly. The surface foreman indicated that the drums <br />would be pumped to non-leaking drums and either moved underground for use or stored in the <br />bermed area. <br />The sediment ponds contained small amounts of water but were not close to discharging. No oil <br />spill absorbent booms were observed around the pond inlets or spillways. It is highly <br />recommended that these booms be installed given the history of oil use and spillage in the <br />facilities area. <br />all culverts were clear of debris. <br />
