<br />III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the ~nspect~on and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Tom Kaldenbach of the Colorado Division of <br />Minerals and Geology. No one else was present during the field portion of the inspection. <br />John Weinman of Montgomery Watson represented the operator during the records check. The <br />ground at the loadout was dry. The entrance gates to the loadout were locked. <br />AVAILABILITY OF RECORDS <br />All required records were available at the Montgomery Watson office in Steamboat Springs. <br />The records checklist is attached. <br />SIGNS AND MARKERS <br />The mine ~.d. sign displayed at the entrance gate still needs updating with the <br />permittee's correct address and phone number. The operator's representative has the <br />updated sign in the office and will be installing it soon. <br />Permit perimeter signs, stream buffer signs. and topsoil markers were properly displayed. <br />ROADS <br />The Tie-across Haul Road is ~n good shape. The access road in the office area and Haul <br />Roads 1 and 2 are ~n good condition. <br />HYDROLOGIC BALANCE <br />Ditches - The following ditches appeared to have design capacity: the perimeter ditch <br />and collection ditches in the truck loop area, ditch 7, ditch 9 and the ditches beneath <br />the conveyor where the sump pump drains. <br />Culverts - Culverts beneath the conveyor (LFC-3, 4, and 5) were in good repair at their <br />inlet and outlet ends and were clear. Culverts LFC-1 and LFC-9 are clear and display no <br />scouring at ether end. <br />Sediment Control Ponds - The water level in the truck loop pond (Pond 1) is more than 2 <br />feet below the top of the drop inlet. Only a small puddle of water was ~n the rail loop <br />pond. Both ponds' inslopes, outslopes, and embankments appear stable. and are not Sullied. <br />SAES <br />No problems were found in the office/parking lot/leach field SAE. Bare ground in the <br />substation SAE could use some seed. <br />Page 3 <br />
