f <br />III. Comments - Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On July 24, 1991 the Division conducted a partial inspection at <br />the Orchard Valley Mine. Present at the inspection and <br />representing the mine was Karl Koheler. The weather at the time <br />of the inspection was cloudy and threatening rain. <br />Sediment control structures on the portal bench, coal processing <br />bench and shop bench appeared to be in good working order. The <br />sediment control at the west portal area appeared to be in good <br />working order. The mine is currently working with the BLM and the <br />land owner Grosse-Rhode to develop a trail across the mine permit <br />area. The tail may traverse the valley fill at the west portal <br />area. A maximum of 200 head of cattle would be driven across the <br />area twice a year. Tt~e trail across the BLM land would consist of <br />grubbing a wide trail through the oak brush. <br />
