f
III. Comments - Compliance
Below are comments on the inspection. The comments include discussion of
observations made during the inspection. Comments also describe any
enforcement actions taken during the inspection and the facts or evidence
supporting the enforcement action.
On July 24, 1991 the Division conducted a partial inspection at
the Orchard Valley Mine. Present at the inspection and
representing the mine was Karl Koheler. The weather at the time
of the inspection was cloudy and threatening rain.
Sediment control structures on the portal bench, coal processing
bench and shop bench appeared to be in good working order. The
sediment control at the west portal area appeared to be in good
working order. The mine is currently working with the BLM and the
land owner Grosse-Rhode to develop a trail across the mine permit
area. The tail may traverse the valley fill at the west portal
area. A maximum of 200 head of cattle would be driven across the
area twice a year. Tt~e trail across the BLM land would consist of
grubbing a wide trail through the oak brush.
