III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This aerial inspection was flown on October 11, 2001. The digital images were reviewed on <br />October 19. 2001. No problems were observed during the overflight. Sonte of the facilities bench <br />azeas appeared to be wet due to a precipitation event at the loadout. <br />Facilities <br />Railcars were in position for loading but were not blocking the coounty road. A loaded unit train <br />was moving past the loadout azea on the main line and blocked the county road temporarily. No <br />coal haul trucks were onsite. There was not a lot of stockpiled coal on the facilities bench. There <br />were no obvious problems with fugitive dust. <br />The haul road appeazed to be in good condition. There were no problems observed in the office <br />and warehouse area and in the material storage area. <br />Hydroloey <br />There was a good amount of water in the east pond. The pond embankment and pond inslopes <br />were stable. <br />Topsoil <br />There were no obvious signs of erosional gullying on the east and west topsoil stockpiles. <br />7e Q,Ro2~ <br />~•\MS`J7\$iWakC2 INS P/O t!
