III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include d,scuss,on of observations made during <br />the inspection. Comments also deschbe any enforcement actions taken during the inspection and the <br />facts or evidence suppoAing the enforcement action. <br />This was an aerial inspection of the New Horizon Mine for the month of December, 2002. The purpose of <br />this inspection is to conduct normal operations and environmental compliance. <br />ROADS: All roads appear to be in excellent condition. The detour is functioning as designed. <br />HYDROLOGIC BALANCE: Mine 2: Ponds 7, 8 and 9 have water in them and 7 may be discharging. <br />BACKFILL 8 GRADING: B 8 G was in progress as is normal. No problems were noted. <br />TOPSOIL: Topsoil is being temporarily stockpiled Tor later re-spreading by truck and shovel. <br />GENERAL MINE COMPLIANCE The mine's vegetation is doing very well as seen in the 1" picture <br />below which shows irnyated. non-imgated, disturbed and undisturbed land for comparison. The <br />seccrnc: pu;lure shows that the "Rice tract" area of mine 1 has suffered due to the drought this summer <br />and being heavtly grazed It Is for this reason that the Division wdl not approve grazing for the next two <br />years so that vegetation may improve for the final bond release in 2004. <br />
