<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the New Horizon Mine for the month of December, 1996. <br />The facilities area was inspected and found to be clean and free of clutter. One 55 gallon drum <br />of oil product was located outside, on the west side of the pallet storage building, and not within <br />a spill containment structure. The operator was notified and indicated that the drum would be <br />relocated to a proper storage area. <br />Drums within the pallet storage building are not located within a spill containment structure, <br />though they are on a concrete floor. The number of drums is minimal (less than 10) and some <br />of them contain solid grease product which would not spill if punctured. However, the operator <br />is encouraged to consider installing some type of spill containment for this site. <br />
