III. Comments - Compliance
Below are comments on the inspection. The comments include discussion of
observations made during the inspection. Comments also describe any
enforcement actions taken during the inspection and the facts or evidence
supporting the enforcement action.
On July 25, 1991 the Division conducted a partial inspection at
the Bear mine. Present at the inspection was Basil Bear who
represented the mine. At the time of the inspection the weather
was partly cloudy. The past few weeks have been moist ones in the
valley due to the typical late summer monsoon.
The sediment control structures at the facilities area were
inspected and found to be in compliance. Ditches had more than
sufficient capacity to handle the design flow. Culverts were
clear. The pond contained some water; the pond had been cleaned
within the past year. The center of the pond had a cattail
island; the mine is waiting for the water level to go done so
that a backhoe can get in and remove the rest of the sediment.
The river berm was well vegetated and stable. The ditches along
the access road to the portals were clear and well maintained.
The new trash storage area is working well to prevent wind blown
scatter of trash.
