<br />III. Comments - Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />On July 25, 1991 the Division conducted a partial inspection at <br />the Bear mine. Present at the inspection was Basil Bear who <br />represented the mine. At the time of the inspection the weather <br />was partly cloudy. The past few weeks have been moist ones in the <br />valley due to the typical late summer monsoon. <br />The sediment control structures at the facilities area were <br />inspected and found to be in compliance. Ditches had more than <br />sufficient capacity to handle the design flow. Culverts were <br />clear. The pond contained some water; the pond had been cleaned <br />within the past year. The center of the pond had a cattail <br />island; the mine is waiting for the water level to go done so <br />that a backhoe can get in and remove the rest of the sediment. <br />The river berm was well vegetated and stable. The ditches along <br />the access road to the portals were clear and well maintained. <br />The new trash storage area is working well to prevent wind blown <br />scatter of trash. <br />
