A site inspection was made to provide an overview of the entire quarry operation and to <br />observe the operator's progress in implementing the plan for management of etormwater runoff <br />and duet control at the quarry. Ms. Millie Turner of the Air Quality Control Division was <br />also there, unannounced, to inspect the operator's duet control eyatem. <br />2. Duet control, according to Me. Turner, at the time of inspection was excellent. There <br />was very little, if any, fugitive duet being produced at the crusher facility, highwall, and <br />muck pile areas in the presence of very strong easterly winds. The he~ul road was well <br />watered and the spray eyatem was working well at the crusher plant. Mr. F.fellman was in the <br />process of installing a sprinkler eyatem at the muck pile/highwall interface. Mr. Hellman <br />reported that the daily water usage for duet control estimated 50,000-60,001 gallons per day. <br />Water for duet control ie being purchased from the City of Canon City Watex• Treatment Plant. <br />A euggeetion was given to Mr. Hellman to collect ae much spring enowmelt rL~noff ae possible, <br />let the sediment settle, then transfer the clear water to a large etora~)e tank to supply <br />water for dust control. This may help to reduce future expenditures of treated water from <br />the City of Canon City. <br />3. Mr. Hellman has installed a small temporary collection ditch along poxtione of the haul <br />road to direct future runoff into the excavated upper and lower collectioni~onde. The middle <br />pond has not yet been excavated. Because there are several S curves i.n the haul road, <br />stormwater runoff ie expected to flow across the road in several locatione~ in order to pass <br />from one pond to another. This subject was discussed and a euggeetion was made to install <br />a culvert or series of culverts to improve the future management of etormwater. Also, <br />permitting requirements for etormwater and process water was also discussed. A euggeetion <br />was made to manage etormwater separately from process water and retain proc•ees water on-site <br />in the upper collection pond rather than discharge off-cite. Otherwise, the operator will <br />be subject to effluent limit atione via a WQCD process water permit for sand and gravel <br />operators. <br />4. Mr. Hellman pointed out the proposed location for the relocation of tY~.e haul road. The <br />operator ie in the process of securing the necessary approvals from the City of Canon City <br />to implement this change. <br />5. Mr. Hellman was informed that the formal public hearing scheduled for consideration of <br />the amendment application before the Colorado Mine Land Reclamation Division will be held oc <br />thureday, November 16, 1995.
