III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Twin Pines No. 2 Mine based on aerial photographs of the site. <br />Regraded slopes appeared stable, with no signs of slumping or cracking. Vegetation, however, does <br />not appear to be establishing very well. Rills were apparent on reclaimed slopes, but the severity was <br />not obvious from aerial photos. Both sedimentation ponds (at the coal sales area and reclaimed <br />portal) were holding water, but it was not apparent whether they were discharging. <br />
