<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also descrihe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection, flown on Ianuary 30, 2000. There were no problems with compliance <br />observed during the overf]ight. The aerial pictures were examined on February 7, 2000. There was <br />almost no snow at the mine site. <br />Roads <br />The main haul road and east access road were in good shape and were passable. <br />Facilities <br />Coal railcazs had been loaded but there were no problems with fugitive dust. Coal was being stockpiled <br />on the facilities bench near the outside berm but there were no problems with coal going over the <br />berm. There was some coal on the facilities bench outslope, associated with the conveyor belt. <br />However, this area drains to sediment control structures. There was some coal being stockpiled near <br />the grizzly but there was no evidence of fugitive dust problems at that location either. <br />T~soil <br />No gullying was evident at the topsoil stockpiles located neaz pond 1 and pond 2. <br />Hydrolo¢y <br />Thete was ice-covered water in pond 1.
