<br />• (Page 2) • <br />~ MINE ID # OR PROSPECTING ID: #M-99-083 <br />INSPECTION DATE: 5/8/00 INSPECTOR'S INITIALS: JCS <br />OBSERVATIONS <br />This inspection was conducted in order to monitor compliance of the operation with the <br />requirements of the Act, Rules and conditions of the permit. The pit, operated by Cheyenne <br />County, was inactive at the time of the inspection. The County was represented during the <br />inspection by Don Esarey. <br />The ID sign posted for the operation is not acceptable. This is a compliance problem that <br />will be included on Paoe 3 of this report. <br />Boundary markers for the permit/affected area were identified for this inspector by the <br />County Representative. Disturbance associated with the mining is quite close to the north and <br />west boundaries but appears confined to the permit area. <br />Equipment at the site included a bulldozer and a screen with conveyor. There is enough coarse <br />gravel at the site to require that it be separated from the sand in order that the materials <br />be properly employed by the County in its road maintenance and construction. <br />The pit includes a small drainage that leads offsite. The disturbed area at the site slopes <br />toward this drainage and there is little to prevent sediment from the disturbed area from <br />being carried into the drainage by storm runoff and, subsequently, outside the permit area. <br />The County may not be required to have a Storm Water Permit for this site but is required to <br />minimize disturbance to the prevailing hydrologic balance of the affected land and <br />surrounding area. This is a compliance problem that will be included on Page 3 of this <br />report. <br />Topsoil at the site is limited but has been salvaged and windrowed along the access road. The <br />topsoil does not appear intended for immediate use in reclamation and should be stabilized <br />in order to protect it from wind and/or water erosion. There was no evidence that this had <br />been done.
