Box 529 <br />Lyons, CO 80540 <br />RE: Silica Quarry, Reclamation Plan & Cost, Permit No. M-77-361 <br />Deaz Jim: <br />I have reviewed the contents of your October 15, 1997 response prepazed by Eric Leigh and <br />conclude that the specific information requested in my September 9, 1997 inspection report is <br />still outstanding. Please note that I have requested an application for a technical revision which <br />includes a map of the permit area, ie: total area to be disturbed. The map provided in your <br />response shows the reclamation contours for 4.42 acres while there are 6.32 disturbed acres <br />according to the most recent annual report filed by Southdown, Inc. Also, the mining plan states <br />that "up to 10 acres will be disturbed." Southdown, Inc. will be required to secure approval of a <br />112 conversion application prior to disturbing 10 acres or more. Therefore, if your intent is to <br />continue to operate under the terms of a limited impact permit, then your map should show a_ <br />permit area of less than 10 acres. <br />The boundaries of your limited impact permit will determine whether backfilling of existing <br />highwafls will be necessary or whether there is adequate room to shoot and regrade highwalls to <br />a 2:1 slope as specified in your reclamation plan. I have calculated a reclamation cost of $21,000 <br />for 6.32 acres of disturbance assuming that highwalls will be reduced via blasting and grading. I <br />have also calculated a reclamation cost of $851,300 for 6.32 acres of disturbance assuming that <br />highwalls will be reduced via backfilling. A major portion of the latter cost is due to importation <br />of backfill material as there is a limited volume of stockpiled overburden material at the quarry. <br />Please see attached costs. <br />Please respond with your technical revision application as soon as possible and be sure to <br />indicate Southdown, Inc.'s preferred method for highwall reduction during reclamation. <br />
