• (Page 2) • <br />MINE ID ,f` OR PROSPECTING ID ~` M-77-193 <br />INSPECTION DATE 10/20/95 INSPECTOR'S INITIALS TAS <br />OBSERVATIONS <br />1. A site inspection was made with the primary intent to observe the operator's progress in <br />implementing the plan for management of etormwater runoff and duet contro:L at the quarry. <br />2. Fugitive duet generation within the permitted area was very mininal. Mr. Hellman was <br />active in watering the haul road which exits onto Tunnel Drive. Further, the operator has <br />installed a spray-duet suppression system at the crusher plant which was operating at the <br />time of inspection. The operator has also adopted the practice of wetting the stockpiles <br />overnight in order to reduce the generation of fugitive duet during loading. <br />3. There was no definitive collection ditch along the haul road. This problem was mentioned <br />to Mr. Hellman. This inspector requested that the operator install an interim collection <br />ditch along the haul road within the next 30 days. See page 3 for ep,scific corrective <br />actions. The Division will expect the operator to have the riprapped collection ditch and <br />3 retention ponds ae presented in the etormwater plan to be installed no later than March 30, <br />1996. Mr. Hellman has excavated the lower retention pond to a depth of 4 feet. The middle <br />and upper collection ponds have not yet been excavated. Riprapped epillwe.ys will also need <br />to be installed at the 3 ponds. <br />4. The operator has installed a series of berms at the intersection of the haul road and <br />Tunnel Drive to prevent etormwater runoff from flowing off the permitted area and onto the <br />Smith property on the south aide of Tunnel Drive. Suggestions were given t.o Mr. Hellman for <br />further improvement in management of future runoff in this area. <br />5. Mr. and Mre. Phillip and Collita Smith accompanied this inspector arn9 Ken Klco as Mr. <br />Klco explained the operator's future plane for routing of etormwater into the Arkaneae River <br />without impact to the Smith property, the hydraulic ditch, or the Southern Pacific Railroad. <br />Stormwater runoff from the quarry will be directed south across Tunnel Drive, adjacent to the <br />Smith property, east onto the railroad right of way, above a concrete box which conveys the <br />hydraulic ditch water, into a aeries of 4 and 5 foot diameter culverts beneath the railroad, <br />and into the Arkaneae River. In order to achieve this hydrologic feat, the operator will <br />need to receive permission from the railroad to build collection channels and route runoff <br />waters along their right of way. The operator will also need to install 2 concrete berme <br />near the hydraulic ditch as well as a series of collection channels to safely route <br />etormwater flows into the large culverts beneath the railroad.
